Housing & Homelessness Working Group

The Housing & Homelessness Working Group consists of VA-contracted agencies, housing authorities, individual nonprofits and organizations working with homeless veterans. With thousands of veterans sleeping on the streets of Los Angeles and hundreds of agencies working with homeless veterans throughout the county, this group works to solve systemic issues, pass legislature and educate and rally providers toward more coordination and better service.

MILO PEINEMANN is the director of housing and public policy for New Directions for Veterans, with over 10 years of experience covering all aspects of low-income housing tax-credits (LIHTC), including originating LIHTC investments, asset management of permanent supportive housing, the leasing and operations of veterans supportive housing, and real estate project management. He has a Master of Planning from the University of Southern California. Currently, he oversees all activities related to the operations, financial and capital planning for permanent supportive housing, rapid re-housing, and for the bridge housing at the Welcome Center on the West Los Angeles VA Medical Center campus. He works to assure that as NDVets grows, its services programming is strong and financially sustainable, and that all services are implemented using either innovative or evidence-based practices.

STEVE RENAHAN is the senior policy advisor at Shelter Partnership, which develops housing solutions and resources for Los Angeles’ homeless population. He led a county-wide collaboration on homeless veteran funding, resulting in $30 million in supportive services for veteran families grants.  Renahan also led the two-year development of Standards of Excellence for homeless outreach programs and emergency shelters as part of United Way-LA’s Home for Good initiative.

  • Policy Handouts: Drafted handouts that consolidate policy issues and contact opportunities in efforts to concentrate support for bills and propositions that address homelessness among veterans. Information includes elected official’s contact information, sample letters and issue briefs.
  • United Way Collaboration: Worked with United Way of Greater Los Angeles to create marketing plan consisting of media materials and endorsements to encourage housing of homeless veterans and use of Veterans Affairs Supportive Housing (VASH) vouchers.
